Commissioners target finances, roads
ST. CLAIRSVILLE – Belmont County Commissioners discussed county finances and road agreements during Wednesday’s meeting.
Commissioners motioned to approve and sign an amendment to vendor agreements on behalf of the county DJFS for transportation of individuals to medical appointments, to increase the maximum amount of the agreement from $50,000 to $150,000 due to increases in usage from Barnesville Taxi and the NCR Foundation.
Commissioners also motioned to approve and sign an amendment to the vendor agreement to increase the maximum amount of the agreement from $50,000 to $150,000 for the Martins Ferry EMS and Neffs Fire Department due to increases in usage. The $50,000 amount was set for January. The increase of $100,000 covers February.
In other matters, commissioners heard from Robert Seitz, mining engineer with Oxford Mining, then approved ODNR public road consent forms, granting the mining company permission for surface mining within 100 feet of the outside right-of-way line, but no closer than the traveled portion of County Roads 120, 114, and 70, or Douglas, Fairview and Pultney Ridge roads.
The clerk of the board was authorized to establish a date and time for a subdivision hearing regarding a plat of Brookfield Lane, Richland Township, Sections 23 and 29.
Commissioners authorized the clerk to establish a date and time for a hearing regarding a request to change the name of Wagner Road to Basket Road in Warren Township and proceed with required notifications.
Commissioners motioned enter into a roadway use maintenance agreement for pipeline and compressor projects and infrastructure with Ohio Gatherings Co., LLC for the use of 3.4 miles of County Road 120, or Douglas Road, and .45 miles of County Road 114, Fairview Road, for the purpose of ingress and egress for pipeline activity. A $5 million bond is on file.
Commissioners motioned to enter into a renewal of a vendor agreement with attorney Rebecca Bench on behalf of DJFS for the provision of Adult Protective Services legal services effective March 1, 2013 through Feb. 28, 2014 in the maximum amount of $10,000.
Commissioners motioned to approve and sign an annual Preventative Maintenance Agreement with the Tower Clock Co. for $400 for servicing the courthouse tower clock.
Commissioners motioned to approve and sign standby generator preventative agreements for semi-annual maintenance for the courthouse and 911 generators. The courthouse generator’s maintenance is $350 per year and the 911 generator is $2,100 per year, with the four units $525 each.
Commissioner Ginny Favede was authorized to execute an invoice for the Centennial Preservation Group for the adaptive re-use of the sheriff’s residence, with a federal share of 80 percent, or $29,160 and a local share of 20 percent, or $7,290.
Commissioners motioned to approve the purchase of six 2013 Chevrolet Impala police vehicles at a cost of $20,891 each from Whiteside Chevrolet in St. Clairsville for the sheriff’s department. Commissioners noted the excessive mileage on some of the current vehicles.
Commissioners accepted proposals for uplifting, decals and cameras for the six vehicles for a total of $59,838.33.
The commissioners will next meet 9 a.m. March 20.
